About University Grants Commission (UGC)
Background in brief
University Grants Commission (UGC) was an idea and the formation of the commission was recommended in the year of 1945-46. It was initially formed to look after only three Central universities, namely, Aligarh, Banaras and Delhi. Soon after one year in 1947 the responsibility was increased and the area was expanded to look after all the Universities of the Country. In the year of 1948, i.e. after independence, University Education Commission was set up under the chairmanship of Dr. S Radhakrishnan, the then President of India. The UEC recommended that the commission should be set up as per the general UK model of the University Grants Commission. In the year of 1953, Mr. Abul Kalam Azad, the then Minister of Education inaugurated the UGC formally. However, UGC was actually established in the year 1956 by an Act of Parliament. This was established as a statutory body of the Govt. of India with an aim of proper region wise coverage throughout the country.
The UGC has been reorganized afterwards for a better functioning and control over the universities of the entire country. The decentralization has been made by opening six branches in the six cities of India. The Head Office of the UGC is located at Bahadur Shah Zafar Marg, New Delhi. It has also got two additional bureaus situated in New Delhi.
Functioning of the Commission
This organization in India mainly functions for Determination, Coordination and Maintenance of standards of the University education. It also provides recognition to the Universities as also provides funds for the Govt. recognized universities and colleges. The commission, in addition to that puts stress on some other subjects like, i) framing of regulations on minimum standard of education ii) Maintenance of vital link between State and central govt. etc. Further development of the commission are now under active consideration of the Government.
