CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of Admission Certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.

Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

How to Apply: 
a) Candidates are required to apply online only, by using the website http://www.upsconline.nic.in Detailed instructions for filling up online applications are available on the above mentioned website. However candidates residing in certain remote areas specified in Para 6 of this Notice, may also apply through offline mode, by using the Common Application Form (Form-E) devised for examinations conducted by the Commission. This Form can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs.30/- (Rupees Thirty Only). Each such Form can be used only once and only for one examination. In case of any difficulty in obtaining Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned Post Master or UPSC’s “FORMS SUPPLY MONITORING CELL” over Telephone No. 011-23389366/FAX No. 011-23387310. It may be noted that offline applications, if any, received from candidates residing in normal areas/ abroad, shall be summarily rejected by the Commission. The option of offline application is available only to candidates residing in specified remote areas.

(b) Candidates are advised to read carefully the instructions for filling up the Online Application Form given in Appendix-II (A) and instructions for offline Applications given in Appendix-II (B) of this Notice.

LAST DATE OF RECEIPT OF APPLICATIONS:

(A) Online (From all candidates)
The Online Applications can be filled upto 6th June, 2011 till 11.59 PM after which the link will be disabled.

(B) Offline (From candidates residing in specified remote areas only). All Offline Applications from candidates residing in Remote Areas only specified in para 6 of this Notice must reach the “Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069 by Post/Speed Post only by 13th June, 2011. Candidates should note that no application will be received by Hand or by Courier.

PENALTY FOR WRONG ANSWERS :
Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.

FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :
In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC’s Facilitation Counter near Gate ‘C’ of its campus in person or over Telephone No.011-23385271/011-23381125/011-23098543 on working days between 10.00 hrs. and 17.00 hrs.

MOBILE PHONES BANNED:
(a) Mobiles phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.

(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangements for safekeeping cannot be assured.

Candidates are advised not to bring any valuable/costly items to the Examination Halls, as safe keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.


Combined Defense Service Exam
The CDS or Combined Defense Service Examination is conducted by Union Service Public Commission twice a year for recruiting candidates into Indian Armed Forces, Indian Military Academy and Naval Academy. The exam is conducted in the month of August and February every year. The notification for this exam is published in the month of March and August respectively. Only unmarried and graduate applicants can apply for this exam else they are disqualified. Those candidates who pass their exam successfully are them interviewed by Service Selection Board and then admitted to officer’s training academy. There are certain criterions are set for being eligible for applying for this exam, they are: -

For Naval Academy, B.Sc. with Physics and Mathematics or Bachelor of Engineering.
For Indian Military Academy or Officer’s Training Academy, Degree from any recognized university or equivalent.
For Air Force Academy, degree of any recognized university with physics, Mathematics at higher secondary school level is required or else Bachelor of Engineering will also do.
Those who wish to apply for Combined Defense Examination should pass age criterion:-
For Indian Military Academy, age should be between 19 to 24 years.
For Air Force Academy, candidate should be aged between 19 to 23 years.
For Officer’s Training Academy, age should be between 19 to 25 years.
At Naval Academy, all candidates having age between 19 to 22 years are accepted.
The main exam consists of objective questions. Three subjects are tested in CDS exam carried out for Naval Academy/ Indian Military Academy/ Air Force academy; those are English, General Knowledge and elementary Mathematics, each carrying 100 marks making total examination of 300 marks. In CDS exam carried out for Officer’s Training Academy, exam consists of two subjects’ viz. English and General Knowledge, each carrying 100 marks and making total exam for OTA of 200 marks.

1) (Vacancy No.11040701309) One Principal  in National Defence Academy, 
Khadakwasala, Pune, Ministry of Defence.   

Qualifications : 

Essential :  A. 
Educational :  i) Master’s Degree with at least fifty-five percent of the marks or its equivalent grade of B in the 7 Point Scale with letter Grades O,A,B,C,D,E  and F.  ii)  Ph.D or equivalent published work.  B. Experience :  Total experience of fifteen years  of teaching or research in Universities  or Colleges and other institutions of higher education.  

NOTE : I :  A relaxation of five percent may be provided from fifty five percent to fifty percent of the marks  to the Ph.D Degree holders who have passed their Master’s Degree prior to 19th September, 1991.  

NOTE  :  II:   The minimum requirement of fifty-five percent shall not be insisted upon for Principals in respect of existing incumbents who are already in the University system.  However, this should be insisted upon from those entering the system from outside.  Desirable :  Administrative experience preferably at the level of a Head of College or University or Department.  

Duties :  Besides discharging all administrative functions, the principal  is required to liaise  with JNU and other educational bodies on matters of  academic interests.   The Principal will also deal with disciplinary and budget matters. He will be in charge of all academic departments and  advising the Commandant on all matters of policy in respect of academic training.

2) (Vacancy No. 11040702209) Three superintendent (Legal), Ministry of Law and Justice,

NOTE : I :  The term ‘ qualified legal practitioner’  in relation to this clause means an advocate or a Pleader who has practiced as such for four  years or an Attorney  of the High Court of Bombay or Kolkata who has practiced as such for three years.  

NOTE : II :  In computing the period during which a person has held any office in the State Judicial Service or in the legal department of a State or under the Central Government, there shall be included any period during which he/She has held any of  the other aforesaid office or any period during which he/she has been a legal practitioner.   

NOTE :  III :  In computing the period during which a person has been a qualified Legal Practitioner, there shall be included any period during which he /she has held any office in a State Judicial Service or has had a supervisory post in the legal  department of a State or has been a Central Government Servant having experience in legal affairs.   

Duties :  The duties attached to the post of  Superintendent(Legal) in the Department of  Legal Affairs  are  rendering general and  secretariat assistance to officers in handling references for legal advice and litigation  from various Ministries/ Departments of Government of India.  Submission of rules and  drafts.  Reference and research work.  
HQ :  New Delhi / Mumbai / Kolkata/ Chennai with liability to serve anywhere in India.   

3) (Vacancy No. 11040703209) Two Deputy Directors (Chemical) 
in the office of the Development Commissioner (MSME), Ministry of Micro, Small & Medium Enterprises.   Out of two posts, one post is reserved for OBC candidates.   The posts are also suitable for Orthopaedically Handicapped / Locomotor disability or Cerebral palsy with disability of OA(One Arm affected) / OL  (One Leg affected).   

Qualifications :  

Essential :  

A. Educational :  Master’s degree in Chemistry or Industrial Chemistry / Degree in Chemical Technology or Chemical Engineering from a recognized University / Institution or equivalent.          

B.  Experience  :    

i)  Five years’ experience in a supervisory / managerial capacity in a technical organization or Industrial  concern in  Drug  Pharmaceutical, Fine Chemical, Matches, Rubber and  plastics or other allied trades.    

ii) Should have knowledge in the latest techniques of production and use of modern machinery equipment and tools as applied to the above trades.  

Desirable :  Administrative experience.  

Duties :  To  visit small scale units and advise their supervisory staff and workers in different  technical problems which confront them in their lines.  To suggest improved and economical techniques of production, proper use of materials and correct type of machinery and tools suitable for the purpose.  To set up model workshop of demonstrating the use of modern equipment and tools and correct type of techniques of production.  To prepare model schemes for manufacture of different products.  To plan production in the industry.  To manage Extension Centre.     

4) (Vacancy No.11040704309) One Vice-Principal in National Defence Academy, 
Khadakwasla, Pune, Ministry of Defence.   

Qualifications :  Essential :  A. Educational :

5) (Vacancy No.11040705209) Fourteen Plant Protection Officers (Plant Pathology) 
in the Directorate of Plant Protection, Quarantine and Storage, Department of Agriculture & Cooperation, Ministry of Agriculture.  Out of fourteen posts, two posts are reserved for SC candidates, one post is reserved for ST  candidates and four posts are reserved for OBC candidates.  

Qualifications :  

Essential :  

A. Educational : M.Sc Degree in Plant Pathology or M.Sc Degree in Agriculture with specialization in Plant Pathology or M.SC Degree in Botany with specialization in Plant Pathology from a recognized University or equivalent.  

B. Experience :  Two years’ experience in Plant Protection work.  

Desirable :  Doctorate Degree in Plant Pathology of a recognized University or equivalent.   

Duties :  To inspect the plant / plant materials / conduct grow out test for detection of diseases and their identification and disinfection.  To conduct survey / surveillance of crops for pests and diseases, rearing and release of Bio-control agents and organize training for farmers / extension officers.   To analyze / interpret the field data / documents.   

6) (Vacancy No.11040706609) One Service Engineer(Mechanical) in the Fishery 
Survey of India(Mumbai), Department of  Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture.  

Qualifications :  

Essential :  A. Educational :  Degree in Mechanical / Marine Engineering of a recognized University or equivalent.  B. 

Experience :  Three years’ experience in maintenance, repairs and running of Marine Diesel Engines / Ship repairs and maintenance.   

Duties :  The service Engineer(Mechanical) shall assist the Mechanical Marine Engineer / Head of the office of the Zonal Base of Fishery Survey of India or the Deputy Director General (Engg.) at the Head quarters in all the engineering matters. He shall be responsible for supervision of work in the departmental workshop and  to carry out maintenance, running and drydocking repairs of the vessels attached to  the base and to ensure the vessels’ sea worthiness at all times.  Preparation of annual indents for stores, spares etc required for the vessels’ maintenance.

The Union Public Service Commission (UPSC) is a constitutional body in the Republic of India. The commission is authorized to conduct examinations for appointment to the various Civil Services of India.
The Indian Constitution (Part XIV - Services Under the Union and the states - article no. 315 to 323) provides for a Public Service Commission for the union and a Public Service Commission for each state.
The first Public Service Commission was set up on 1 October 1926 by the then British Indian Government in response to the demands of Indian politicians that the Indian Civil Services be Indianized. The functions of this Public Service Commission were largely advisory and, because of this limitation, it failed to satisfy the demands of Indian political parties associated with the struggle for freedom. The British Indian government then set up a Federal Public Service Commission and provided for the formation of provincial level Public Service Commissions under the Government of India Act 1935.

The Union Public Service Commission if requested by the Governor of a State, may, with the approval of the President work for the State, as in Manipur Public Service Commission and Kerala Public Service Commission.

UGC National Eligibility Test 2011 for Junior Research Fellowship JRF


UGC National Eligibility Test 2011, UGC NET 2011, For Junior Research Fellowship and Eligibility for Lectureship for June-2011

National Educational Testing (NET) Bureau

1) The University Grants Commission announces holding of the National Eligibility Test (NET) on 26th June 2011 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowship (JRF) and Eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 78(seventy eight including ‘Bodo’ as a new subject) subjects (listed under item no. 9) at 74 (Seventy four) selected University Centres (listed under Item no. 10) spread across the country.

The result of the UGC-NET held on 26th December 2010 and the one to be held on 26th June 2011 will be made available on the UGC websites: www.ugc.ac.in and www.ugcnetonline.in and shall also be published in the Employment News as and when it is declared. The candidates will not be individually intimated about their result.
The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in all three papers of NET. However, the candidates qualifying exclusively for lectureship will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & eligibility for Lectureship OR only for eligibility for Lectureship. Candidates who qualify the Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of lecturers of the concerned universities/colleges/state governments, as the case may be.
Scheduled Caste (SC)/Scheduled Tribe (ST)/Visually Handicapped (VH)/Physically Handicapped (PH) / Other Backward Classes (OBC) (Non-creamy layer), as per the central list of Other Backward Classes available on National Commission for Backward Classes (NCBC), Government of India website : www.ncbc.nic.in, candidates will be given such special concessions as may be decided by the Commission.

2) Junior Research Fellowship: Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive fellowship of UGC under various schemes, subject to their finding placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates who already have joined M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.

Examination Fee:

General Candidates: Rs.450/-

Other Backward Classes (Non-creamy layer, as per the Central list of OBC available on website): Rs. 225/- SC/ST/PH/VH candidates: Rs.110/-

SCHEME AND DATE OF TEST:

The Test will consist of three papers. All the three papers will be held on 26th June 2011 in two separate sessions as under:

1 ¼ Hours (10.45 A.M. to 12.00 NOON)

IMPORTANT:

1) The national level Test for determining the eligibility of candidates for the award of Junior Research Fellowship/Lectureship in science subjects (Chemical Sciences; Earth, Atmospheric, Ocean & Planetary Sciences; Life Sciences; Mathematical Sciences; Physical Sciences) is conducted jointly with the Council of Scientific and Industrial Research (CSIR), New Delhi. The candidates in science subjects, desirous of availing UGC-JRF or obtaining eligibility for Lectureship in these subjects are advised to appear in the Joint CSIR-UGC Test for Junior Research Fellowship and Eligibility for Lectureship conducted by CSIR.

2) The UGC-NET for JRF/eligibility for Lectureship will be held at the University Test Centres specified in the list under item No. 10. PLEASE NOTE THAT CHANGE OF CENTRE WILL NOT BE ALLOWED UNDER ANY CIRCUMSTANCES.

Eligibility:
Conditions of Eligibility:

(i) Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination is eligible for this Test.
(ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.
(iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.
(iv) Candidates are advised to appear in the subject of their post-graduation only. The candidates, whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.
(v) Candidates seeking concession in fee are required to submit attested copy of their OBC(Non-creamy layer)/SC/ST/PH/VH certificate along with online printout of their Application Forms (obtained while applying on-line). Other candidates are not required to submit any certificates/documents in support of their eligibility alongwith printout of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission at any stage, their candidature will be cancelled and they shall be liable for legal action.
(vi) Candidates with post-graduate diploma/certificate course(s), should in their own interest, ascertain the equivalence of their course(s) with Master’s degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi. (www.aiuweb.org)

Age Limit & Relaxation:

1. Junior Research Fellowship: Not more than 28 years as on 01.06.2011. A relaxation upto 5 years is provided to the candidates belonging to SC/ST/OBC/PH/VH categories and to women applicants. Relaxation will also be provided to the candidates having research experience, limited to the period spent on research in the relevant/related subject of post-graduation degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority. Three years’ relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.

2. Lectureship: There is no upper age limit for applying for lectureship eligibility.

Exemption (Eligibility for Lectureship):

(i) NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/ Colleges/Institutions. Provided however, that candidates, who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.

(ii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET.

The University Grants Commission (UGC) of India is a statutory organisation set up by Union government in 1956, for the coordination, determination and maintenance of standards of university education. It provides recognition for universities in India, and provides funds for government-recognised universities and colleges. UGC was recommended in 1945 and formed in 1946 to oversee the work of the three Central Universities of Aligarh, Banaras and, Delhi. In 1947, the Committee was entrusted with the responsibility of dealing with all the then existing Universities. After independence, the University Education Commission was set up in 1948 under the Chairmanship of Dr. S. Radhakrishnan and it recommended that the UGC be reconstituted on the general model of the University Grants Commission of the United Kingdom.
UGC was formally inaugurated by late Abul Kalam Azad, the then Minister of Education, Natural Resources and Scientific Research on 28 December 1953.

Historical Perspective
Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people's aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act, 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level.

(Vacancy No.11030601526) Two Fisheries Scientists in the Fishery Survey of India, Mumbai under the Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture.  Qualifications :  Essential : A. Educational : Master’s Degree in Zoology or Marine Biology or Fisheries Science or Oceanography of a recognized University or equivalent. OR Post-graduate diploma in the Fisheries Science of the Central Institute of Fisheries Education, Mumbai or equivalent.  B. Experience :  Three years’ experience in Marine Fisheries of which one year must be practical experience in Sea Fishing.  Duties :  Participation in fishing cruises and responsible for cruise leadership and collection of requisite data during survey cruises.  Preparation of cruise reports and other reports related to operation of the  survey vessels.  Identification of fish and conducting the biological investigations for qualitative and quantitative assessment of fish stock in time and space.

(Vacancy No. 11030602426) Three Assistant Library and Information Officers (General) in National Library, Kolkata, Ministry of Culture.  Of the three posts, one post each is reserved for SC & OBC candidates.  The posts are also suitable for Physically  Handicapped persons with   disability viz.  Orthopaedically Handicapped /Locomotor disability / Cerebral Palsy (OA or OL affected).  Qualifications :  Essential :  A. Educational :  i) Bachelor’s Degree of a recognized University or equivalent.  ii) Bachelor’s Degree  or equivalent in Library Science of a recognized University / Institute or equivalent.  B. (Vacancy No. 11030603226) Four Scientists SB(Electrical) in the National Test House, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution.  Out  of four posts, one post each is reserved for ST & OBC candidates.  Qualifications :  Essential :  A. Educational :  Master’s Degree in Physics(Pure / Applied) / Computer Science or degree in Electrical / Electronics / Computer Science and Engineering / Computer Science and Technology / Telecommunication / Radio Physics of a recognized University or equivalent.  B. Experience :  Three years’ practical experience in the  testing and evaluation of electrical stores / materials / measuring instruments in a recognized laboratory or Institute.  Desirable :  Research  and Development experience in testing and evaluation techniques, material science, quality control, standardization and calibration.  Duties :  Scientist SB(Electrical) is overall in charge of the laboratory & assists in purchasing of instruments etc for laboratory.  He is also responsible for scrutiny of the samples in the light of prescribed guidelines and  authorized to seek any clarification relating to test before making the same to Scientific Officer / Assistant for testing.  He is responsible for checking the draft report submitted by Scientific Officer / Assistant and also sign on the final test Report on behalf of D.G.  He also assists the Scientist SC in other technical matters.   HQ :  All India Service liability ( National Test House Kolkata / Mumbai/ Chennai/ Jaipur /Ghaziabad / Guwahati. 

4. (Vacancy No.11030604226) One Scientist SB(Non-Destructive) in National Test House, Department of 
Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution.   Qualifications :  Essential :  A. Educational :  Master’s Degree in Physics(Pure/Applied) or Degree in Mechanical / Metallurgical / Electrical Engineering of a recognized University or equivalent.  B. Experience :  Three years’ practical experience in nondestructive / metallographic techniques as employed in testing / evaluation  / failure investigation of materials.  Desirable :  i) Site incharge Certificate of Radiation from Bhaba Atomic Research Centre level or I/II/III certificate in one or more of non-destructive testing methods from any recognized Society / Institute.  ii) Knowledge of welding technology.   Duties :  Scientist SB(Non-Destructive) is overall in-charge of the laboratory, assists in purchasing of instruments etc for laboratory.  He is also responsible for scrutiny of the samples in the light of prescribed guidelines and authorized to seek any clarification relating to test before marking the same to Scientific Officer / Assistant for testing.  He is responsible for checking the draft report submitted by Scientific Officer / Assistant and also signs on the final test Report on behalf of D.G. will also assist the Scientist SC in other technical matters.  HQ :  National Test House, Kolkata/ Mumbai / Chennai / Jaipur / Ghaziabad / Guwahati.

How to Apply:
(a) Candidates may apply Online by using the website http://www.upsconline.nic.in Detailed instructions for filling up online applications are available on the above mentioned website.

(b) Candidates may also apply offline in the Common Application Form devised by the Commission for its examinations which can be processed on computerised machines. This application form along with an Information Brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 30/- (Rupees thirty only). Form should be purchased from the designated head Post Offices Post offices only and not from any other agency. This form can be used only once and for only one examination. Candidates who wish to apply offline must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthori-sedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form correctly. While filling up the application form, please refer to detailed instructions given in Appendix-II(B) of this Notice. The candidates should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number and the name of the examination. The applicants are required to affix the postage stamp of Rs. 6/- on the Acknowledgement Card and send the same along with application form to UPSC. If an applicant fails to affix the postage stamp of requisite amount his/her acknowledgement card will not be despatched and Commission will not be responsible for non-receipt of acknowledgement card by the applicant. The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. You should also write the name of examination viz. "Special Class Railway Apprentices' Examination, 2011" on the envelope before despatching it to "Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069".

The Online Application can be filled upto 25th April, 2011 till 11.59 P.M. after which the link will be disabled.

(b) OFFLINE:

The Union Public Service Commission (UPSC) is a constitutional body in the Republic of India. The commission is authorized to conduct examinations for appointment to the various Civil Services of India.

The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India. At least half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service.
Every member holds office for a term of six years or until he attains the age of sixty-five years, whichever is earlier.

He can submit his resignation at any time to the President of India. He may be removed from his office by the President of India on the ground of misbehavior (only if an inquiry of such misbehavior is made and upheld by Supreme Court) or if he is adjudged insolvent, or engages during his term of office in any paid employment outside the duties of his office, or in the opinion of the President unfit to continue in office by reason of infirmity of mind or body.
