The number of vacancies to be filled on the result of the examination is expected to be approximately 880. The number of vacancies may get increased.
Reservation will be made for candidates belonging to Scheduled Castes. Scheduled Tribes, Other Backward Classes and Physically Disabled Categories in respect of vacancies as may be fixed by the Government.
IMPORTANT
1) CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.
Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.
HOW TO APPLY:
(a) Candidates may apply Online by using the website http://www.upsconline.nic.in Detailed instructions for filling up online applications are available on the abovementioned website.
(b) Candidates may also apply Offline in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix III of the Notice) throughout the country against cash payment of Rs. 30/- (Rupees Thirty only). Each such Form can be used only once and only for one examination.
In case of any difficulty in obtaining Application Forms from the designated HPOs/ POs, the candidates should immediately contact the concerned post Master or UPSC’s “FORMS SUPPLY MONITORING CELL” over Telephone No. 011-23389366/FAX No. 011-23387310.
(c) Candidates are advised to read carefully the Instructions for filling up the "Online Application Form” given in Appendix-II (A) and Instructions for Offline Applications given in Appendix II (B) of this notice.
LAST DATE FOR RECEIPT OF APPLICATIONS :
(a) Online:
The online Applications can be filled up to 21st March, 2011 till 11.59 PM after which the link will be disabled.
(b) Offline:
All offline applications must reach the “Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069” either by hand or by Post/Speed Post or by Courier, on or before the 21st March,2011. Candidates should note that applications will be received by hand, only one at a time, at the designated counter(s) and not in bulk, till 5 PM only.
However, in respect of candidates residing abroad or in certain remote localities specified in para 6 of this Notice the last date for receipt of application by Post/Speed Post only (not by Hand or by Courier) is 28th March, 2011.
PENALTY FOR WRONG ANSWERS:
Candidates should note that there will be penalty (negative marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES:
In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC’s Facilitation Counter near gate ‘C’ of its campus in person or over Telephone No. 011-23385271/011-23381125/011- 23098543 on working days between 10.00 hrs and 17.00 hrs.
MOBILE PHONES BANNED:
(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.
Candidates are advised not to bring any valuable/costly items to the Examination Halls, as safe-keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.

PLAN OF EXAMINATION :
The Civil Services Examination will consist of two successive stages (vide Appendix I Section-I below).
(i) Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination; and
(ii) Civil Services Main Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.
Applications are now invited for the Preliminary Examination only. Candidates who are declared by the Commission to have qualified for admission to the Main Examination will have to apply again, in the Detailed Application Form which would be supplied to them. The Main Examination is likely to be held in October/November, 2011.
Eligibility Conditions (in brief)
(i) Age limits :
Prescribed age-limits are 21-30 years as on 1st August, 2011 for all the services/posts {Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice}.
(ii) Educational Qualifications :
Degree of a recognised University or equivalent. {Para 3(iii) of Notice}.
(iii) No. of permissible attempts :
Four (Seven attempts for OBCs and P.H. Candidates belonging to General Category) and no limit for SCs/STs {Para 3 (iv) of Notice}.
(iv) Fee : Rs. 100/- (Rupees hundred only) (No fee for Females/SCs/STs/Physically disabled) only.
Instructions to candidates for filing up the Application Form (Form-E) for the Civil Services (Preliminary) Examination 2011. Important: Only black ball-point pen shall be used for filling up this form.
INSTRUCTIONS TO THE CANDIDATES FOR FILLING ONLINE APPLICATIONS
Candidates may apply Online using the website http://www.upsconline.nic.in/Salient features of the system of Online Application Form are given hereunder :
Detailed instructions for filling up online applications are available on the
above mentioned website.
o Candidates will be required to complete the Online Application Form
containing two stages viz. Part-I and Part-II as per the instructions available
in the above mentioned site through drop down menus.
o The candidates applying Online are required to pay a reduced fee of
Rs. 50/- (Rupees Fifty only) (excepting Female/SC/ST/PH candidates who are exempted from payment of fee) either by remitting the money in any branch
of SBI by cash, or by using net banking facility of SBI or by using any Visa/
Master Credit/Debit Card.
o Before starting filling up of online application, a candidate must have his
photograph and signature duly scanned in the .png or .jpg format in such a
manner that each file size should not exceed 40KB each.
o The Online applications (Part I and II) can be filled from 19th February 2011 to
21st March, 2011 till 11.59 p.m. after which link will be disabled.
o Candidates wanting to apply online are strongly advised to do so well in
time without waiting for last date for submission of online application.
About UPSC
The Federal Public Service Commission is officially known as Union public service commission (UPSC). In India, the constitutional body organizes an examination for appointing various civil services post such as Indian Administrative Service, Indian Foreign Service, Indian Police Service and various other groups of central services & posts for the Union.
The British Commission set up its first civil services commission in 1926. However, Indian constitution made its legalized which states in the Article 315 of the Indian constitution to conduct examination for the appointment of various civil services which further opens up the door for the Public Service Commission for the union and the States Public Service Commission in India.
However, the functions of the UPSC are to conduct examinations for appointment to the services of the Union. They are as follows:
1. Recruitment to services & posts under the Union: It is a competitive exam wherein its assign to recruit the post with a personal interview.
2. Recruitment to services & posts under the Central Government: It is a type of recruitment wherein direct selection takes place of the applicants. However, it is so designed to get fill immediate/ irregular job vacancies. It is usually happen through direct interviews, but at times, a written test is conducted preceding the interview.
3. Advising on the suitability of officers: It is to assure officer capability for appointing on promotion as well as transfer-on-deputation
4. Advising the Government: It helps in to solve all the issues arising due to recruitment policies and various legal methods in selection to appoint various services and posts
5. Disciplinary cases : It help to solve issues relating to different civil services and Miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc. ..
To undertake the services, the President of India appoints the Chairman and other members of the UPSC (Union Public Service Commission). Moreover, the other half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service.
Every member of the UPSC holds office for a period of six years or so. Further on, he/she can attain the services at the age of sixty-five years, whichever is earlier.
